North Carolina's congressional delegation spent more than $1 million on bulk mailings to constituents during the last session of Congress, ranging from $326,642 for Rep. Virginia Foxx to none for Reps. G.K. Butterfield and Howard Coble.
The mailings were sent using the congressional franking privilege, which allows representatives to use their signature instead of a stamp. On average, House members spent $55,000 on mailing using the franking privilege, according to the consumer group Public Citizen.
Foxx, a Republican from Banner Elk, sent more than 1.6 million pieces of mail. She was one of eight members of Congress who sent more than 800,000 pieces of free mail in 2005, according to a study from the National Taxpayers Union, an advocacy organization that supports lower taxes.
