North Carolina gets a "C" on a new education report card. The newsletter, "Education Week," grades states on education performance and policy. The state received a "C+" for chance for success. That measures things like preparing kids for school in early childhood and public school performance. North Carolina got a "D+" for K-12 achievement, which measures math and reading scores.
